L4101 <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 15, 2015 <br />TITLE: <br />AGREEMENT WITH SLOAN VASQUEZ, <br />LLC, FOR SOLID WASTE CONSULTING <br />SERVICES <br />(STRATEGIC PLAN NO. 4, 1; 5) <br />CITY MANAGE <br />2 <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />d As Recommended <br />[7 <br />As Amended <br />71 <br />Ordinance on 1 ®t Reading <br />Ordinance on 2 n Reading <br />® <br />Implementing Resolution <br />c] <br />Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Sloan Vasquez, <br />LLC, subject to nonsubstantive changes approved by the City Manager and City Attorney, to <br />provide solid waste consulting services for a three -year period expiring December 31, 2018, in an <br />amount not to exceed $164,654. <br />DISCUSSION <br />The City's agreement for collection and handling of solid waste is due to expire on June 30, 2018. <br />The Public Works Agency is developing a strategy to provide appropriate solid waste services in <br />Santa Ana that considers changes in legislation and recycling trends. The City is interested in <br />contracting with a solid waste expert for these services. <br />The consultant will be required to survey the rates and services provided in waste hauling contracts <br />of ten Orange County cities and the unincorporated areas, perform rate data collection and analysis <br />of existing contracts, and complete a financial analysis that evaluates and compares program <br />components as they relate to rates. The process would include a review of the City's Source <br />Reduction and Recycling Element, Household Hazardous Waste Element, Non - Disposal Facilities <br />Element, and applicable laws related to solid waste, including the City's Integrated Waste <br />Management Ordinance and Municipal Code. In addition to developing new service specifications, <br />the consultant will identify the options for either contract renegotiation or issuance of a solid waste <br />services Request for Proposal (RFP) and assist the City in RFP preparation and /or contract <br />negotiation, as needed. <br />Staff issued a Request for Proposals (Exhibit 1) for the Solid Waste Consulting Services on the <br />City's website on September 15, 2015. Four proposals were received. Each proposal was <br />evaluated and ranked by a review committee comprised of staff from the Public Works Agency, the <br />City Attorney's Office, the City of Huntington Beach City Manager's Office, and the Orange County <br />Public Works Agency. The ranking criteria included the experience of the firm and team, relevant <br />251 -1 <br />
