Task 22: Using Sloan Vazquez' proprietary tool, a benchmark financial proforma will be <br />calculated for use in evaluating the competitiveness and reasonability of rate proposals. <br />This stop is critical, as a surface ranking of proposed rates does not allow for critical <br />factors such as adequate routing and equipment assumptions, etc. Without a <br />henchman, there is a risk of awarding a contract that cannot be performed as proposed, <br />resulting in lack of service delivery, a rate increase or even the need to select a new <br />service provider. Sloan Vazquez has developed this benchmarkinq tool to ensure <br />proposed service levels and rates are both competitive and reasonable, resulting in the <br />greatest long -tonn value for the cities we serve. <br />Task 23: Using the weighted evaluation tool and the financial profonna, Sloan Vazquez <br />will evaluate and score the proposals and prepare a comprehensive Evaluation Report <br />for the City of Santa Ana. <br />This proposal assumes the evaluation of up to five responsive proposals.
