OWNER SELECTION – SCORING AND EVALUATION <br /> <br />Immediately following the submission deadline, the Santa Ana Housing Authority will create a review panel <br />composed of SAHA and City staff from relevant City departments. Each member of this panel will evaluate, <br />score and rank each proposal using the evaluation criteria listed below: <br /> <br />Points Evaluation Criteria <br />15 Statement of Qualifications <br />25 Property Selection: 1) Location; 2) Community Amenities <br />25 Service Provider: 1) Organizational Capacity; 2) Services Offered; <br />3) Track Record; 4) Housing First Approach <br />15 Project Management Plan <br />10 References <br />10 Overall Responsiveness to Request for Proposals (RFP) <br />100 Total Points <br /> <br />10 U.S. Military Veterans Bonus <br /> <br />Once the panel has completed its review of the submitted material, it may invite the top rated proposers to an <br />interview with the panel. <br /> <br />As stipulated in the Santa Ana Housing Authority Housing Choice Voucher Administrative Plan, the review panel will <br />use the following criteria but will not be limited to these criteria in their evaluation: <br /> <br />• Experience as an owner in the tenant-based voucher program and owner compliance with the owner’s <br />obligations under the tenant-based program; <br />• Extent to which the project furthers SAHA’s goal of de-concentrating poverty and expanding housing and <br />economic opportunities; <br />• If applicable, extent to which services for special populations are provided on site or in the immediate area <br />for occupants of the property; and <br />• Extent to which units are occupied by families that are eligible to participate in the PBV program. <br /> <br />XIV. PUBLIC RECORDS <br /> <br />Proposals will become public record after award of agreement. Interested offerors may submit a written <br />request, with a self-addressed stamped envelope to receive results of the evaluation. Proposer information <br />identified as proprietary information shall be maintained confidential, to the extent allowed under the California <br />Public Records Act.
