REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JANUARY 19, 2016 <br />TITLE: <br />AGREEMENT WITH ENTERPRISE <br />AUTOMATION, INC., FOR PUMP STATION <br />OPERATIONAL PLAN AND SYSTEM <br />TESTING SERVICES (NONGENERAL FUND) <br />(STRATEGIC PLAN NO. 6, 1C) <br />_ <br />!:::22 ) —, 1_�_ <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLYo <br />0.0is <br />As Recommended <br />As Amended <br />71 Ordinance on I" Reading <br />® Ordinance on 2nd Reading <br />0 Implementing Resolution <br />71 Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Enterprise <br />Automation Inc., to provide a water pump station operational plan and system testing services, for <br />a three -year period expiring January 31, 2019, with provisions for a one -year renewal option <br />exercisable by the City Manager and City Attorney, in the amount of $233,923, with a 15 percent <br />contingency, for a total amount not to exceed $269,012 subject to nonsubstantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />Approval of this recommended action will allow the City to retain a firm specializing in system <br />controls engineering, industrial automation practices, and procedural documentation development <br />to support water resources staff through the construction and commissioning of the new Walnut <br />Pump Station. These services include documenting the pump station general operations, <br />documenting engineering controls, developing automation programming standards, developing <br />factory and field testing protocols, and documenting all control equipment that will automate the <br />station. <br />The Water Resources Division of the Public Works Agency is committed to providing a state- of -the- <br />art water production system that provides high - quality drinking water at a superior level of service <br />to all City customers. Staff requires controls engineering services to assist in overseeing the <br />commissioning of the Walnut Pump Station. Proper programming and standardization of <br />automated processes will allow staff to operate the pump station effectively and reduce overall <br />costs. <br />A Request for Proposals (RFP) #15 -105 for a pump station operational plan and system testing <br />was released on October 8, 2015 (Exhibit 1). The RFP was posted on the City's website, <br />generating views from 26 prospective firms. Two responses were received and evaluated by a <br />251 -1 <br />
