SCOPL' GI' SE, RVICL.S <br />'the City of Santa, Ana is seeking a qualified engineering coasuhint to provide C)wnor's Fngincer <br />services assisting t'tre Water Resources Division to developing, testing, integrating, commissioning and <br />standardizing the Walnut Pumping Station system and operations. The City desires a 3rd party <br />Consultant to serve as the City's agent liar key operational planning, functional and test protocol <br />development, and system validation and commissioning activities, 'Uh#s project duration is projected <br />to he 2 -3 years (3 -year service contract). <br />Please note: The Consultant selected for this project will he precluded front submitting it bid for <br />all other elements of the Walnut Station Improvement Project, either individually or as part of a <br />tear tn. <br />TASKS; <br />The required tasks include the following:. <br />Conduct "Site, Audit" work sessions with the City Water Produclioon Team to identity, inspect <br />and evaluale enis>zj; hardware and control- equipment for the Walnut Punap Station. The <br />( "on silt talit shall catalogue till existing controls hardware and provide recommendation- for <br />enhancement and standardizalion of hardware where applicable hosed otr currently available <br />technologies and industry best practices. It is anticipate([ that two (2) Site visits (t3 hours each) <br />will be needed for this tasks <br />a, `]'lie Consultant shall evaluate the condition of existing PLC" racks, I/O modules, field <br />Wiring and backup power- supplies, Provide a summary of assessment findings and <br />recommendations for eriliancoment, <br />b. The Consultant shall prepare an "haatrumcni. Database' (master equipment list) <br />cataloging, all existing hardwaa-u nand configuration details for the site. The formal and <br />fields ofthds dalabaw shall be developed in collaboration with the City Water PrOd;nCti011 <br />Team, <br />c. The Consultant shall create an I/O database to catalogue till system Ii0 and <br />communications, which shall include summaries of the use and function of each. The <br />database shall lie provided in a form easily Integrated will) all SQL, datahaae. Tlia format <br />and fields shall be developed in collaboralion with the City Water Production'l'eam. The <br />type of 1/0 coptured in this database shall include, but act be limited to, PLCs, local and <br />remote 11 -Mls, remote 1I0 modules, radio transmitter modems, backup power, wiring and <br />termination blocks. <br />d. The Consultant shall provide recommendations for control hardware upgrades and <br />si.arndardization.
