Adopt a resolution establishing the boundaries of the Warner Industrial Community <br />Assessment District No. 2015 -01. <br />2. Adopt a resolution preliminarily approving the Engineer's Report for the Warner Industrial <br />Community Assessment District No. 2015 -01. <br />3. Adopt a resolution establishing assessment ballot procedures for assessment districts. <br />BACKGROUND <br />The recommended actions will allow owners in the Warner Industrial Community (WIC) to <br />determine whether an Assessment District (AD) may be formed. The intent of this AD is to <br />partially finance public street improvements. If the AD is successfully formed, the City would <br />partner with the AD to fully reconstruct the City -owned streets in the WIC. <br />Based on the City's pavement management system, funding for these improvements would not <br />be available for 10 to 15 years. By establishing this AD, the roadway repairs would be <br />accelerated and completed within 12 months. Success of this public - private partnership will <br />provide an alternative funding model for other industrial areas in Santa Ana that need roadway <br />infrastructure repairs. <br />DISCUSSION <br />A Resolution of Intention to consider the formation of an Assessment District for the Warner <br />Industrial Community was adopted on July 7, 2015 (Resolution No. 2015 -030). The resolution <br />directed preparation of an Engineer's Report for the Warner Industrial Community Assessment <br />District No. 2015 -01. The Engineer's Report contains the overall costs, the legal basis to establish <br />the AD, the methodology to distribute the costs, the proposed assessments based upon the bids, <br />5513-1 <br />
