Consider the following additional actions: <br />Options <br />• Adopt a resolution of the City of Santa Ana opposing the Orange County Transportation <br />Authority's Proposed 2016 Bus Service Plan. <br />• Direct the City Manager and /or designee to develop options in collaboration with OCTA <br />officials to minimize ridership impacts in the City of Santa Ana. <br />DISCUSSION <br />The Orange County Transportation Authority (OCTA) is a mass transit service provider established <br />to meet the transportation needs of Orange County residents through a variety of services and <br />programs. In particular, OCTA is the provider of countywide bus services with an estimated 48 <br />million passengers per year. The City of Santa Ana, which is the second most populated city in <br />Orange County and the 4th most densely populated in the nation (among cities with a population of <br />over 250,000), is the City with the highest bus ridership when compared to the remaining 33 cities in <br />the county. Since 2008, OCTA has experienced a decline in ridership, which is estimated at 30% <br />countywide while Santa Ana's ridership has only declined by 8 %. <br />In an effort to address ridership declines, OCTA implemented its OC Bus 360 initiative to evaluate <br />transit related services and identify areas of improvement. The initiative included a customer <br />survey, market study, peer review, and route performance assessments. The culmination of the OC <br />Bus 360 initiative resulted in the development of the "Proposed 2016 Bus Service Plan ". (Exhibit 1) <br />As part of the evaluation process, OCTA conducted four community outreach meetings at various <br />cities to review the Proposed Plan (Exhibit 2), none of which were held in Santa Ana. The Proposed <br />Plan is currently in the public comment period with a public hearing scheduled for January 25, 2016 <br />and subsequent adoption at the first OCTA Board Meeting in February 2016. <br />65D -1 <br />
