OCTA's Proposed 2016 Bus Service Plan <br />January 19, 2016 <br />Page 2 <br />According to OCTA staff reports, the proposed plan reallocates services throughout the County to <br />increase efficiency and reverse ridership declines. Within Santa Ana, OCTA proposes to eliminate <br />two bus routes, which if eliminated, would be detrimental to Santa Ana residents and bus riders. <br />This includes bus service routes 51 and 145 (Exhibit 3 illustrates these routes and proposed <br />alternate routes). The maps also illustrate the location of City facilities, school sites, and population <br />density information from the US Census. <br />The two proposed route eliminations are listed as recommended in the Proposed Plan due to <br />"duplicate parallel routes." The alternative routes for each service line are listed within the Proposed <br />Plan. If eliminated, using these alternative routes would require at minimum a '% mile walk for <br />riders, numerous transfers and increased wait time between transfers to arrive at the same location. <br />Both routes primarily run on a north /south direction across the City. If these two lines are eliminated, <br />it would preclude easy access to the anticipated OC Streetcar, which in turn limits regional access. <br />City staff was informed of OCTA's Proposed Plan on January 8, 2015. Since then, OCTA has <br />provided staff with information that is being evaluated for potential impacts to the City of Santa Ana. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal # 5 — Community Health, Livability, <br />Engagement & Sustainability, Objective 4 (Support Neighborhood Vitality). <br />FISCAL IMPACT <br />There is no fiscal impact by this action. <br />Exhibits: 1.
