NO. 15 -124) <br />(STRATEGIC PLAN NO. 1, 5) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 161Reading <br />Ordinance an 2ndReading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize a one -time purchase of two tactical electronic search systems in an amount not to <br />exceed $34,850 and a $25,000 contract for flares and various police recruit supplies with <br />Adamson Police Products for a total amount not to exceed $59,850, subject to non - substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Police Officers assigned to Field Operations are frequently tasked with handling incidents <br />involving high -risk warrant services which require the search of various locations for possible <br />suspects. These searches often take place during the hours of darkness, and in areas such as <br />attics and crawl spaces, which are difficult to search without exposing searching officers to <br />danger. The use of a tactical electronic search system provides officers a pole camera that <br />extends 80 inches on an extension pole with a thermal camera head on the end. The search <br />system allows officers to control the camera from a wireless wrist- mounted monitor allowing the <br />search of locations without blindly exposing the officers in high- threat areas. <br />In the past, an eight -inch mirror on a stick was used for these types of incidents. This has proven <br />to be problematic in order to gain a reference point to search from, and having the reverse image <br />only adds to the lack of perspective. The purchase of two tactical electronic search systems will <br />provide Field Operations personnel with a means to observe suspects prior to being observed <br />and without exposing officers to unnecessary danger. <br />Adamson Police Products provides flares and various police recruit supplies for the Police <br />Department. The purchase of the tactical electronic search systems, when added to the vendor's <br />fiscal purchases, will exceed the $25,000 aggregate limit. In order to continue making these <br />purchases throughout the balance of the fiscal year, staff recommends maintaining the current <br />blanket order contract in the amount of $25,000. <br />22C -1 <br />
