REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JANUARY 19, 2016 <br />TITLE: <br />AGREEMENT WITH UNIVERSITY OF <br />NORTH TEXAS TO PROVIDE STAFFING <br />STUDY SERVICES FOR POLICE <br />INVESTIGATIVE PERSONNEL <br />(STRATEGIC PLAN NO, 1, 1F) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 1S' Reading <br />❑ <br />Ordinance on 2"' Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with the University <br />of North Texas, for the period of January 19, 2016 through June 15, 2016, for professional <br />services to provide a written staffing report, including staffing recommendations, data analysis, <br />and a five -year strategic staffing plan for the Santa Ana Police Department's Investigations <br />Bureau, in an amount not to exceed $24,887, subject to non - substantive changes approved by <br />the City Manager and City Attorney. <br />DISCUSSION <br />The University of North Texas (UNT) proposes to conduct an academically -based research <br />project and provide the Santa Ana Police Department with a written report that provides a five - <br />year strategic staffing plan for the Investigations Bureau within the Police Department. The <br />proposed report would include the results, findings, data analysis, recommendations, and staffing <br />models developed during each phase of the project. <br />A safe and secure community is essential to the quality of life and economic success of the City <br />of Santa Ana. Improving public safety services to all stakeholders in the community is a critical <br />component of the City's Strategic Plan. An academically rigorous and methodologically <br />defensible staffing report will allow the Santa Ana Police Department to implement a five -year <br />staffing plan in the Investigations Bureau. This plan is necessary to determine the appropriate <br />number of sworn and non -sworn investigative personnel necessary to consistently provide the <br />wide variety of investigative functions the community expects from its police department. <br />25E -1 <br />
