Agreement With University Of North Texas to Provide Staffing Study Services for Police <br />Investigative Personnel <br />January 19, 2016 <br />Page 2 <br />Once completed, the staffing plan will provide a framework for the Santa Ana Police Department <br />to adequately staff the Investigations Bureau, which has seen a reduction in staffing in recent <br />years. When properly staffed, the Investigations Bureau will improve its customer service, crime <br />prevention, and crime - solving efforts. <br />The research project will be completed in three phases and will cost $24,887. The tasks to be <br />accomplished in each phase and the cost of each phase are presented below: <br />Phase One: Data Collection and Interviews /Focus Groups (Primarily Month 1). Cost of Phase <br />One is $7,750 and includes the following deliverables: <br />• Interviews and focus groups with administrators, supervisors, and investigators assigned <br />to Investigations Bureau Units <br />• Review of current data systems and collection of available data for investigations <br />• Review of all standard operating procedures that affect staffing and deployment <br />• Collection and review of human resources policies and procedures affecting staffing <br />Phase Two: Data Collection and Data Analysis in Investigations (Primarily Months 2 and 3). <br />Cost of Phase Two is $11,867 and includes the following deliverables: <br />• Collection and analysis of data and development of staffing models for investigations <br />• Development of current and future staffing for investigations <br />Phase Three: Recommendation Development and Report Writing (Primarily Month 4). <br />Cost of Phase Three is $5,270 and includes the following deliverables: <br />• Finalization of recommendations <br />• Report writing, finalization, and dissemination <br />• Presentation of key findings and recommendations to Santa Ana Police Department <br />command staff and other stakeholders <br />Included in the costs above are $3,250 for travel (two trips, two days each), and $1,967 for <br />indirect costs, for a total not to exceed the total agreement amount of $24,887. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #1 - Community Safety, Objective <br />#1 (Modernize the Community Policing philosophy to improve customer service, crime prevention <br />and traffic / pedestrian / bicycle safety), Strategy F (Enhance the Police Department's community <br />policing philosophy to balance both traditional policing and problem solving strategies to address <br />and reduce violent, property and gang related crimes). <br />25E -2 <br />
