Exhibit B <br />Santa Ana Police Department <br />Criminal Investigations Taurean Strategic Staffing Plan <br />Proposal and Scope of Work <br />OVERVIEW <br />The Santa Ana Police Department (SAPD) is secking the following: <br />1) The development of a workload assessment and strategic staffing plan which will assess the current <br />staffing levels within the Criminal Investigations Bureau (CIB) as well as make projections and <br />recommendations for staffing needs within the Bureau over the next 'five years_ <br />2) In addition to assessing current and future staffing needs within CIB, the SAPD is interested in <br />recommendations for improved operations involving a cursory assessment of staffing efficiencies that <br />may be gained through the use of civilian personnel in current swom positions within CIB and the use <br />Of support staff (e.g., crime analysts) to increase the efficiency of investigations. <br />METHODOLOGY <br />The University of North Texas (UNT) research team will take a multi- faceted approach to analyze SAPD CIB <br />staffing needs. The UNT research team will conduct interviews and focus groups with administrators, <br />supervisors, and investigators assigned to the following CIB Units: <br />• Crimes Against Persons Division <br />• Homicide Unit <br />• Gong Unit <br />• Missing Persons Unit <br />• District Investigations Division <br />• Robbery Unit <br />• Burglary Unit <br />• Auto Theft Unit <br />• Family Crimes Unit <br />• Court Liaison Unit <br />The methodology utilized within CIB will involve original, time and case based data collection, where applicable. <br />Within CIB, the staffing, organization, assigmnent, specializations, and case screening, assignment, follow -up, <br />case management, and clearance procedures will be assessed. The UNT research team will also conduct a <br />comprehensive review of statistical data, repots, and departmental policies relevant to CIB workload, staffing, <br />scheduling, and overtime demands. In addition to the above analysis, a cursory assessment of the staffing levels <br />within the Career Criminal Apprehension Unit/ Santa Ana Gang Federal Task Force, Medical Marijuana <br />Dispensary Task Force, Regional Narcotics Suppression Program, and the Cold Case Homicide Task Force will <br />also be completed, <br />25E -16 <br />
