NO. 15 -087) <br />{STRATEGIC PLAN NO. 6, 1C, 1F) <br />CITY MANAGE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2 "d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to award a contract to Select Trenchless <br />Pipelines, Inc., for sanitary sewer lateral lining services for a three -year period expiring January <br />31, 2019 in the amount of $150,000, with provisions for one two -year renewal option exercisable <br />by the City Manager and City Attorney, in an annual amount not to exceed $50,000; subject to <br />nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency Water Resources Division operates a sanitary sewer collection system <br />comprised of approximately 390 miles of sewer mains; two sewer lift stations; 48,500 sewer <br />laterals; and 8,000 sewer manholes used to convey all sewer effluent from the City into the <br />Orange County Sanitation District system for treatment. This contract provides for the <br />rehabilitation of portions of the sanitary sewer system by means of sewer lateral lining, a <br />trenchless technology method. Where applicable, this method is cost effective, less disruptive to <br />traffic, and extends the useful life of sewer laterals that serve residents. <br />The City has been providing a sewer lateral rehabilitation program to residents since the early <br />2000s. The sewer lateral program allows the City to assist residents with problems on the portion <br />of their lateral that is located within the City public right -of -way by repairing or replacing the <br />damaged section. This service will allow the Sewer Division to have an additional option to <br />rehabilitate a sewer lateral with this trenchless method, given the site field conditions. <br />The Notice Inviting Bids was advertised on October 6, 2015 on the City's online bid management <br />and publication system.
