Authorize the City Manager and Clerk of the Council to execute an on -call engineering <br />services agreement with Rick Engineering for a two -year term beginning February 3, 2016, <br />and expiring February 2, 2018, with provisions for up to two one -year renewal options <br />exercisable by the City Manager and City Attorney, for a total not to exceed $250,000 over the <br />life of the agreement, including any renewal periods, subject to nonsubstantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />Staff previously solicited proposals for on -call engineering services to support City staff in the <br />delivery of time- sensitive Capital Improvement Program projects, using a Request for <br />Qualifications (RFQ) and Request for Proposals (RFP) process. As a result of that process, the <br />Council approved ten on -call engineering services agreements on August 4, 2015. <br />Two of the ten on -call agreements were awarded to Stantec Consulting Services ($250,000) and <br />VA Consulting, Inc. (VA Consulting, $250,000). After Council approval, the City was informed <br />that Stantec Consulting Services had purchased VA Consulting. Since Stantec Consulting <br />Services was already awarded a $250,000 on -call contract, and the intent was to award only one <br />contract to each of the firms, it is recommended that the agreement with VA Consulting be <br />terminated (Exhibit 1). It is also recommended that a new agreement be awarded to the next firm <br />on the value -based qualified list of proposals that was established during the RFQ /RFP process. <br />Approval of this recommended action will allow the City to enter into an agreement with Rick <br />Engineering (Exhibit 2), the next firm on the list of qualified proposals.
