WA=F 0 � <br />CITY COUNCIL MEETING DATE. <br />FEBRUARY 16, 2016 <br />TITLE: <br />AMEND THE AGREEMENT WITH <br />HADRONEX, INC., FOR SMARTCOVER <br />INSTALLATION AND MONITORING <br />(NON- GENERAL FUND) <br />{STRATEGIC PLAN NO. 6, 1C} <br />Y <br />CITY "MGG AGER <br />RECOMMENDED ACTION <br />® As Recommended <br />® <br />As Amended <br />0 <br />Ordinance on 16' Reading <br />© <br />Ordinance on 2nd Reading <br />7 <br />Implementing Resolution <br />❑ <br />Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a first amendment to agreement <br />A -2014 -212 with Hadronex, Inc., subject to nonsubstantive changes approved by the City <br />Manager and City Attorney, to provide real -time, two -way wireless communication, and <br />continuous remote alarm monitoring management services, extending the term of the agreement <br />until June 30, 2018, and increasing the annual not to exceed amount by $100,000 for a new <br />annual amount not to exceed $175,000, and a new total amount not to exceed $475,000 for the <br />term of the agreement. <br />DISCUSSION <br />On September 2, 2014, Council authorized agreement A- 2014 -212 (Exhibit 1) with Hadronex, Inc. <br />(vendor dba SmartCover® SystemsTM) to purchase, install, and provide monitoring and reporting <br />service for sanitary sewer ultrasonic flow and level measurements at key locations in the city. <br />In accordance with the City's Sewer System Management Plan and the State's wastewater <br />discharge requirements, the City must inspect, assess, and maintain the sanitary sewer system <br />in good repair, including programs to prevent or minimize sewer overflows. The current <br />agreement with Hadronex, Inc., provides the City with a mechanism-- SmartCover® monitors - -to <br />immediately identify and locate sewer system overflows, and allows the effective deployment of <br />labor and equipment to assess and contain overflows. <br />Considering the expense of hardware purchase, warranty, and monitoring service, optimal <br />operational awareness would require deploying approximately 100 monitors in total. The City has <br />39 SmartCover® monitors deployed at locations with the greatest history or likelihood of overflow <br />events (Exhibit 2). Due to unanticipated savings from effective management of the current <br />agreement, available funding is sufficient to increase the total number of deployed monitors to <br />approximately 70 by the end of the agreement's available two -year extension: June 30, 2018. <br />The City can accelerate its planned implementation by purchasing and installing additional <br />25G -1 <br />
