Attachment A 2015 -DJ -BX -0226 <br />PROJECT STRATEGIES <br />With oversight from the Sergeant in charge of the Detective Unit, the Cold Case Project will <br />utilize the expertise and experience of two retired police detectives acting as <br />consultant /specialists to reopen, reinvestigate and, where possible, solve cold cases of murder. <br />Having experienced officers earning a modest hourly rate of $31.01 per hour means that the <br />funding dollars will go much further than paying regular detectives. Both of these detectives will <br />work an estimated 10 hours per week (520 hours each) for one year for a total of 1,040 man <br />hours. The Fullerton Police Department will pay for any in -kind costs exceeding the JAG 2015 <br />budget. <br />These detectives will review the Department's cold cases and give priority to those with DNA <br />evidence which could now provide clues sufficient to bring a killer or killers to justice or at least <br />bring closure to a case. Besides managing the newly - reopened cases and directing the processing <br />of evidence, with the in -kind assistance of the CSI staff, these detectives will also conduct <br />interviews and other research as necessary. When sufficient evidence is produced and a murder <br />suspect is identified, these cold cases will, whenever possible, be brought to the District <br />Attorney's Office for prosecution. <br />2014 JAG fiends have enabled our Cold Case investigators to identify a suspect for a 1983 <br />homicide, and this case is also being presented to the District Attorney's Office for review this <br />week. The 2015 JAG grant will fund the work needed on two new cold cases from 2001 and <br />2004, one of which is an international case involving a Canadian victim. <br />PROJECT IDENTIFIERS <br />Cold Cases <br />BUDGET DETAIL AND NARRATIVE <br />All monies will be used to pay the $31.01 per hour Personnel cost of the two <br />Consultants /Detectives. <br />$31.01 /hr. x 2 detectives x 520 hrs. $32,250 <br />Less In -ICnd 6,915 <br />TOTAL JAG 2015 COST $25,335 <br />TIMELINE AND /OR PROJECT PLAN <br />Due to the complexities of a cold case, a specific timeline and guarantee of solving a cold case is <br />not possible.
