Attachment A 2015 -DJ -BX -0226 <br />City: Garden Grave <br />The City of Garden Grove proposes to use the 2015 Justice Assistance Grant Program funding <br />as follows: <br />PURPOSE AREAS: <br />JAG funds may be used for state and local initiatives, technical assistance, strategic planning, <br />research and evaluation (including forensics), data collection, training, personnel, equipment, <br />forensic laboratories, supplies, contractual support, and criminal justice information systems that <br />will improve or enhance such areas as: <br />Law enforcement programs. <br />PROJECT NARRATIVE <br />The Police Department will use 2015 JAG funds to pay a portion of its jail services contract. The <br />first contract was put into place in 2000, and has saved the Department tens of thousands of man- <br />hours. What was previously at least a two -hour process for the arresting officer now takes only <br />15 minutes, allowing the officer to return to patrolling the streets. The jail services contract is an <br />indispensable component of Department operations and is key to maximizing officer's time spent <br />out in the community. <br />PROJECT GOALS <br />The Department's goal for utilizing a jail services contract is to create operational efficiencies <br />and increase time patrol officer's time spent "on the streets." The time saved is equal to the <br />productive hours of more than six patrol officers, and this time can be used to augment patrol <br />operations. <br />PROJECT STRATEGIES <br />Contracting out jail services allows the Police Departanent to concentrate much more of its <br />efforts on community safety rather than expending energy and resources on jail operations. Prior <br />to the contract, officers would spend approximately two hours processing and transporting an <br />arrestee. If the arrestee required medical clearance, that process could be extended by several <br />hours. Noisy, sworn police officers complete preliminary paperwork on the arrestee and return to <br />their field duties in as little as 15 minutes while the jailers complete the fingerprinting, <br />photographing, transporting, etc. procedures. This increases the officer's availability to handle <br />additional calls for services. In 2014, the jailers processed 5,619 arrestees, saving sworn officers <br />approximately 11 238 hours that would have been spent processing arrestees. <br />PROJECT IDENTIFIERS <br />Community Policing; Detention (Non - residential). The Garden Grove Police Department <br />implemented the Community Policing philosophy many years ago. Contracting out staffing of <br />the detention facility facilitates that philosophy, by enabling patrol officers to return to their beat <br />areas more quickly. <br />BUDGET DETAIL AND NARRATIVE <br />Page 10 of 22 <br />
