Statement of Facts and Findings <br />The project would not use highly reflective surfaces, does not include large areas of glass on the <br />buildings, and a majority of vehicle parking would be located within parking structures. Therefore, <br />the project would not generate substantial sources of glare, and impacts would be less than <br />significant. <br />The character and quality of the project would be similar to and consistent with the existing <br />viewshed and related proj ects within the viewshed that are proposed, including those within the <br />Tustin Legacy and Irvine IBC areas. Therefore, implementation of the project, when combined with <br />the past, present, and reasonably foreseeable cumulative projects, would not result in a cumulatively <br />considerable degradation to the existing visual character or quality of the environment. As a result, <br />cumulative impacts related to visual character and site quality would be less than significant. <br />4. With compliance with the existing Cities of Santa Ana and Irvine Municipal Codes, City of Tustin <br />Zoning Code, and Marine Corps Air Station (MCAS) Tustin Specific Plan regulations, the proposed <br />project would not combine with the related projects to result in a cumulatively adverse impact <br />related to lighting or glare. Therefore, implementation of the proj cot, when combined with the past, <br />present, and reasonably foreseeable cumulative projects would not be cumulatively considerable. <br />As a result, cumulative impacts related to light and glare would be less than significant. <br />B. Findings <br />The City finds that: <br />1. The Heritage Mixed Use project would not create permanent adverse impacts related to degradation <br />of the existing visual character or quality of the site and its surroundings, and would not create a <br />new source of substantial light or glare which would adversely affect day or nighttime views in the <br />area. In addition, the project would not result in a cumulatively considerable impact when, combined <br />with the past, present, and reasonably foreseeable cumulative proj ects. Thus, these impacts would <br />be less than significant, and no mitigation measures are necessary. <br />Air Quality <br />A. Facts <br />1. The project would not conflict with or obstruct implementation of the applicable air quality plan. <br />The project would develop residential in proximity to employment and transit services, which <br />would reduce vehicular emissions and is consistent with the Air Quality Management Plan <br />(AQMP), Although the project would require a. General Plan Land Use designation change, the <br />increase in population and housing units generated by the project would be within the projected <br />growth hi the combined three City local area and the County, and the project would reduce the jobs - <br />housing ratio, which is consistent with the AQMP. Therefore, the project would result in less than <br />significant impacts related to conflict with or obstruction of implementation of the AQMP. <br />2. The project would not expose sensitive receptors to substantial pollutant concentrations.
