Cumulative traffic- generated noise from the proj act would be minimal and would not exceed the <br />significant thresholds; therefore, cumulative impacts from traffic noise would be less than <br />significant, <br />B. Findings <br />The City finds that: <br />The Heritage Mixed Use project would not result in exposure of persons to, or generation of noise <br />levels in excess of standards established in the City's General Plan or noise ordinance. Vibration <br />impacts from construction and operation of the proj cot would not exceed criteria for building damage or <br />human annoyance, and impacts would be less than significant. The project would also not result in a <br />substantial permanent increase in ambient noise levels. In addition, the project would not result in <br />exposure of people residing or working in the area to excessive noise levels from operation of JWA. <br />Furthermore, cumulative noise impacts related to construction and operation of the project would be less <br />than significant and no mitigation measures are necessary. <br />Population and Dousing <br />A. Pacts <br />1, The project would not induce substantial population growth in an area, either directly or indirectly. <br />Construction of the project would not generate a need for construction workers to relocate to work <br />on the project and result in a population increase. As a result, temporary impacts related to <br />construction employment would be less than significant. The increase in population and housing <br />units generated by the project would be well within the projected growth in the combined three City <br />area and the County. In addition, the project is consistent with nearby land use trends that have <br />redeveloped nonresidential uses to high - density, urban -style residential/mixed-use development <br />sites. The project is in response to, and similar to, land use trends in the project vicinity and would <br />not induce substantial population growth in the area. Impacts would be, less than significant. <br />2, The existing jobs- housing ratio in Santa Ana, Tustin., and Irvine area show that there are more jobs <br />than housing units. The project would provide housing units that result in a slight reduction of the <br />jobs - housing ratio. This would be a beneficial impact of providing housing units on the project site, <br />where employees can easily travel to employment opportunities within Santa Ana, Tustin and <br />Irvine. <br />3. Water and wastewater services would be provided by connections to the existing infrastructure <br />within Dyer Road and Red Hill Avenue. Infrastructure would not be extended to serve areas beyond <br />the project site, and the project would not result in the provision new service or an increase in the <br />capacity of service to areas beyond the project site, The project would not result in indirect <br />inducement of population growth that would have the potential to create a significant physical <br />The Heriage Mixed W.
