The cumulative growth within the Santa Ana, Tustin, and Irvine area would not combine to result in <br />a cumulatively considerable adverse impact. Conversely, the cumulative addition of residential units <br />within the project vicinity would result in a cumulative benefit to the j obs- housing balance for this <br />region of Orange County, and could reduce physical impacts related to the jobs - housing balance, <br />such as regional traffic, air quality emissions, and greenhouse gasses; as a result impacts are less <br />than significant. Additionally, infrastructure upgrades and extensions that may be included in <br />related projects would not affect or be related to the project. Therefore, the project and other <br />projects in the area, when considered cumulatively, would not directly or indirectly induce <br />substantial growth. Impacts are less than cumulatively considerable, and less than significant. <br />B. Findings <br />The City finds that: <br />The Heritage Mixed Use proj cot would not result in a in a significant impact involving population <br />growth in an area, either directly or indirectly. The project would provide housing units that result in a <br />slight reduction of the jobs - housing ratio, which would be a beneficial impact of the project. In addition, <br />cumulative addition of residential units within the project vicinity would result in a cumulative benefit <br />to the jobs- housing balance for this region of Orange County, and could reduce physical impacts related <br />to the jobs - housing balance. Thus, these population and housing related impacts would be less than <br />significant, and no mitigation measures are necessary. <br />Public Services <br />A. Facts <br />1, The project would not result in substantial adverse physical impacts associated with the provision <br />of, or the need for, new or physically altered governmental facilities, the constriction of which <br />could cause significant environmental impacts, in order to maintain acceptable service ratios, <br />response tunes, or other performance objectives for: <br />Fire protection: There are four existing Orange County Fire Authority (OCFA) stations <br />within three miles of the project site, and the existing response time to emergency calls to <br />the project site is less than five minutes. The existing fire protection facilities and staffing <br />would be sufficient to provide fire protection and emergency medical services to the <br />project, and project development would not require the OCFA to construct new or <br />expanded facilities. Thus, impacts would be less than significant, <br />• Police protection: The Santa Ana Police Department would experience an incremental <br />increase in demands on law enforcement services from the project, but the increase would <br />not be significant when compared to the ciurent demand levels.
