B. Findings <br />The City finds that: <br />The mitigation measures listed below have been required for, and incorporated into the project, to <br />ensure that the project's potential construction related air quality impacts remain less than significant. <br />Mitigation Measures <br />Mitigation Measure AQ -1: Prior to issuance of any Grading Permit, the City Engineer and the <br />Building Safety Manager shall confirm that the Grading Plan, Building Plans, and specifications <br />stipulate that, the construction contractor shall implement a minimum of one of the following: <br />1. All off-road equipment with a horsepower greater than SO shall be required to have USEPA <br />certified Tier 4 interim engines or engines that are certified to meet or exceed the NOx emission <br />ratings for USEPA Tier 4 engines. Any emissions control device used by the contractor shall <br />achieve emissions reductions that are no less than what could be achieved by a Level 4 diesel <br />emissions control strategy for a similarly sized engine, as defined by CARB regulations. <br />2. Prior to issuance of any Grading Permit, the City Engineer and the Building Safety Manager <br />shall confirm that the construction plans and specifications stipulate that Building and <br />Construction Phases shall not overlap with Grading Phases. These activities shall be verified by <br />the Building Safety Division thuing constriction. <br />Mitigation Measure AQ -2: Prior to issuance of any Grading Permit, the City Engineer and the <br />Building Safety Manager shall confirm that the Grading Plan, Building Plans, and specifications <br />stipulate that, in compliance with SCAQMD Rule 403, 03 precursor emissions from construction <br />equipment vehicles shall be controlled by maintaining equipment engines in good condition and in <br />proper tune per manufacturer's specifications, to the satisfaction of the City Engineer. Maintenance <br />records shall be provided to the City by the construction contractor on a monthly basis. Construction <br />contractors shall also ensure that all nonessential idling of construction equipment is restricted to <br />five minutes or less in compliance with California Air Resources Board's Rule 2449. The City <br />Inspector shall be responsible for ensuring that contractors comply with these measures during <br />construction. <br />Mitigation Measure AQ -3: Prior to issuance of any Grading Permit, the City Engineer and the <br />Building Safety Manager shall confirm that the Grading Plan, Building Plans, and specifications <br />stipulate that, in compliance with SCAQMD Rule 403, excessive fugitive dust emissions shall be <br />controlled by regular watering or other dust prevention measures, as specified in the SCAQMD's <br />Rules and Regulations. In addition, SCAQMD Rule 402 requires implementation of dust suppression <br />techniques to prevent fugitive dust from creating a nuisance off -site.
