NO. 15 -123) <br />(STRATEGIC PLAN NO , 1C, 1F) <br />CITY MANAGEff <br />• � r a • <br />CLERK OF COUNCIL USE ONLY: <br />mWZW¢• _E <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I6� Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Duke's Root Control, Inc., for sewer root foaming services for the three -year <br />period from March 1, 2016 to February 28, 2019, with provision for a two -year renewal option <br />exercisable by the City Manager, in an annual amount not to exceed $50,000, for a total amount <br />not to exceed $250,000, subject to nonsubstantive changes approved by the City Manager and <br />City Attorney. <br />DISCUSSION <br />The Public Works Water Resources Division operates a sanitary sewer collection system <br />comprising of approximately 390 miles of sewer mains, 2 sewer lift stations, 48,500 sewer <br />laterals, and 8,000 sewer manholes that are used to convey all sewer effluent from the city into <br />the Orange County Sanitation District system for treatment. The City conducts ongoing video <br />inspections of the sewer system in an effort to evaluate the structural integrity and the overall <br />condition of the sewer collection system. Sewer assets identified with moderate to severe <br />structural defects and major root intrusions are placed on a priority list for repair. This contract <br />provides for sewer root foaming services of the sewer system main lines. The chemical root <br />foaming of selected sewer mains will enhance effluent flow, prevent sewer system overflows, <br />eliminate recurring maintenance, help prevent costly emergency repairs, and extend the useful <br />life of the City's assets. <br />The Notice Inviting Bids was advertised on November 18, 2015, on the City's online bid <br />management and publication system.
