REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 1, 2016 <br />TITLE, <br />MEMORANDUM OF UNDERSTANDING <br />WITH THE SEIU PART TIME NON CIVIL <br />SERVICE UNIT <br />(STRATEGIC PLAN NO. 7,6) <br />CITY MA GE�4A R� <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />UTM10071t FA <br />M As Recommended <br />[] As Amended <br />❑ Ordinance on 1m Reading <br />[� Ordinance on 2 Reading <br />❑ Implementing Resolution <br />© Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a Memorandum of <br />Understanding with the Service Employees International Union, Part Time Non Civil Service Unit, <br />subject to non - substantive changes approved by the City Manager and City Attorney, regarding <br />wages and other terms and conditions of employment for a two -year period ending June 30, <br />2017, subject to non - substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The City and the Service Employees International Union (SEIU) recently completed contract <br />negotiations, resulting in a new Memorandum of Understanding for the Part Time Non Civil <br />Service Unit. The provisions of this agreement include: <br />1) Term: A two -year term, from July 1, 2015 through June 30, 2017. <br />2) Salary: A 2.5% increase on both July 1, 2015 and July 1, 2016. <br />3) Paid Sick Leave /Personal Necessity: 24 to 52 hours of paid time provided to employees <br />based on years of service. <br />4) Increase in Allowable Work Hours: Employees enrolled in the CalPERS retirement system <br />may work up to 1040 hours per year (20 hours per week). <br />5) Holiday Overtime: Employees may receive overtime for work on July 4t" (actual holiday) <br />instead of July 3rd (observed holiday) when the holiday falls on a Saturday. <br />6) Employee Terminations: An employee being terminated from employment may receive a <br />review from the department head and City Manager or designee. <br />25C -1 <br />
