ROH — 03/15/16 <br />RESOLUTION NO. 2016 -019 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ADOPTING FINDINGS PURSUANT TO THE <br />CALIFORNIA ENVIRONMENTAL QUALITY ACT; <br />CERTIFYING FINAL ENVIRONMENTAL IMPACT REPORT <br />NO. 2013 -01; AND, ADOPTING THE MITIGATION <br />MONITORING PROGRAM FOR THE MATER DEI HIGH <br />SCHOOL PARKING STRUCTURE AND SCHOOL <br />EXPANSION PROJECT LOCATED AT 1202 WEST <br />EDINGER AVENUE <br />WHEREAS, the Diocese of Orange Education and Welfare Corporation <br />( "Developer") is proposing to expand upon the operations of the existing Mater Dei High <br />School campus by constructing a three level, 990 -space parking structure, as well as <br />proposing to demolish two older classroom buildings and construct a new two -story <br />classroom building in the central section of the campus ( "Project') located at 1202 West <br />Edinger Avenue within the City of Santa Ana ( "City "); and <br />WHEREAS, the proposed Project also includes the removal of 19 residential <br />parcels of land and street segments not currently owned by the Developer; and <br />WHEREAS, the Project as proposed will require a general plan amendment, <br />zoning ordinance amendment, and a lot consolidation action to address the designation <br />of the residential parcels; and <br />WHEREAS, pursuant to Public Resources Code section 21067 and the State <br />CEQA Guidelines (Cal. Code Reg., tit. 14, § 15000 et seq.) section 15051, the City is <br />the lead agency for the proposed Project; and <br />WHEREAS, pursuant to the California Environmental Quality Act (Pub. Res. <br />Code, § 21000 et seq.; "CEQA "), and the State CEQA Guidelines the City has <br />determined that an Environmental Impact Report ( "EIR ") should be prepared pursuant <br />to CEQA in order to analyze all potential adverse environmental impacts of the <br />proposed Project; and <br />WHEREAS, on or about November 13, 2012, the City issued a Notice of <br />Preparation ( "NOP ") on a draft EIR, and circulated the NOP for a period of 30 days <br />pursuant to State CEQA Guidelines sections 15082(a) and 15375; and <br />WHEREAS, the City solicited comments from potential responsible and trustee <br />agencies and members of the public; and <br />Resolution No. 2016 -019 <br />Page 1 of 7 <br />
