PROJECT MANAGEMENT PLAN <br />32 | Page  <br />site. <br /> <br />It is the intent of property management to comply with the laws and regulations, as <br />applicable, concerning fair employment and affirmative action. Solari will work with the <br />Owner to actively recruit qualified minority candidates for all jobs. Special efforts will be <br />made to provide information regarding job openings to minority candidates and contractors <br />through outreach to community organizations, bulletin boards, newspapers, and other <br />communications media. All hiring materials will indicate that Solari is an "Equal <br />Opportunity Employer." <br /> <br />4. Training <br />Solari staff will receive comprehensive training by the Management. In addition, the <br />Regional Manager will provide concentrated training to personnel on a regular basis <br />during the site visits. Training of all personnel covering the program guidelines and <br />management policies will be carried on an ongoing basis. In addition, the Agent will inform <br />its staff in writing of all changes in management policies and requirements immediately <br />after any such changes have been published. The project related personnel would be sent <br />to relevant management workshops sponsored by various property management <br />associations and agencies for the purpose of updating and renewing work-related skills. <br /> <br />5. Employment of Residents <br />Solari may give priority to qualified residents of Guest House and then to members of the <br />local community in hiring of project personnel, and will make available to the residents all <br />pertinent information, such as qualifications, remuneration, application procedures, etc. <br /> <br />C. Plan for Maintaining Adequate Accounting Records and Handling Necessary Forms and <br />Vouchers <br /> <br />1. Project Accounting Basis. <br />Financial accounting, reports, and records shall be in conformance with standard accrual <br />basis accounting procedures, and shall be responsive to the guidelines provided by the <br />regulatory agencies connected with the project. <br /> <br />Solari shall maintain all accounting records on a computer system at the central office <br />location. Records of rent collection and all financial transactions will be transmitted to the <br />Home Office and input into the computer system where a general ledger, cash receipts <br />and disbursements records will be maintained. <br />3-45
