STATEMENT OF QUALIFICATIONS <br /> <br /> <br />22 | Page <br /> <br /> <br />awarded capacity building funding to help <br />further expand the Coordinated Entry system <br />to include Rapid Rehousing for individuals and <br />families. <br /> In addition to the Orange County Continuum <br />of Care, Mercy House also provides active <br />participation and leadership to the San <br />Bernardino County Continuum of Care and <br />the Maricopa County Regional Continuum of <br />Care (Phoenix, Arizona). <br />In order to find eligible residents, Mercy House will <br />utilize the county’s Coordinated Entry System to <br />make and receive referrals. Mercy House will <br />implement a housing first model ensuring that no <br />eligible resident will be turned away for having too <br />little or no income, an active or history of <br />substance abuse, a criminal record with exceptions <br />for state-mandated restrictions, or a history of <br />domestic violence. The project also ensures that <br />participants are not terminated from the program <br />for failing to participate in supportive services, <br />failure to make progress on a service plan, loss of <br />income or failure to improve income, being a victim <br />of domestic violence or any other activity not <br />covered in a lease agreement typically found in the <br />Orange County area. <br /> <br /> <br /> <br />OWNER EXPERIENCE <br />CDP is an experienced multifamily and mixed-use <br />developer focused exclusively on creating and <br />preserving vibrant housing communities with a <br />focus on California, Oregon, and Arizona. <br />The company’s principals have over 30 years of <br />combined experience working with cities and public <br />agencies to bring new investment into existing <br />neighborhoods.
