1 <br />RESOLUTION NO. 2016- <br />A RESOLUTION OF THE HOUSING AUTHORITY OF <br />THE CITY OF SANTA ANA APPROVING UPDATES <br />TO THE ADMINISTRATIVE PLAN AND APPROVING <br />THE SUBMISSION OF THE ANNUAL PLAN FOR <br />FISCAL YEAR 2016-2017 <br />BE IT RESOLVED BY THE MEMBERS OF THE HOUSING AUTHORITY OF THE CITY <br />OF SANTA ANA, AS FOLLOWS: <br />Section 1. The Housing Authority of the City of Santa Ana conclusively finds, <br />determines and declares as follows: <br />A. The Housing Authority of the City of Santa Ana (the “Authority”) is required <br />by the U.S. Department of Housing and Urban Development (“HUD”) to have an Annual <br />Plan due to the fact that the Authority administers a Housing Choice Voucher (“HCV”) <br />Rental Assistance Program. <br />B. The Administrative Plan serves as supporting documentation for the <br />Annual Plan. It informs the public and staff about HCV regulations and explains how the <br />Authority will implement those regulations. The Administrative Plan must be reviewed <br />and updated annually to ensure compliance with regulatory changes made by HUD (if <br />any). <br />C. The purpose of the Authority’s Annual Plan is to advise HUD, program <br />participants and members of the public of its mission and strategy to serve the needs of <br />very low-income families. It provides information about the current operations of the <br />Authority including programs, participants, services for the upcoming year, and any <br />operational or tenant concerns. <br />D. The Authority is required to review its operations and needs for the Annual <br />Plan with input from HCV participants. A Resident Advisory Board Meeting was held on <br />January 14, 2016 and a bi-annual Landlord Meeting was held on January 22, 2016, with <br />responses incorporated into the Annual Plan, as required by HUD regulations. <br />E. HUD regulations require a forty-five (45) day comment period. On January <br />1, 2016, notification was published in the Orange County Register that the draft plan <br />was available for public review. The public comment period ended on February 19, <br />2016. Further, a public hearing was held by the Housing Authority on March 15, 2016, <br />and all comments received at the hearing are included in the final documents to be <br />submitted to HUD. <br />Section 2. The Administrative Plan of the Housing Authority of the City of Santa Ana <br />is hereby updated as referenced herein, and is hereby approved and adopted. Said updated <br />Administrative Plan shall be submitted by the Authority to HUD. <br />EXHIBIT 3 <br />3-447
