RESOLUTION NO. 2016 -001 <br />A RESOLUTION OF THE HOUSING <br />AUTHORITY OF THE CITY OF SANTA ANA <br />APPROVING UPDATES TO THE <br />ADMINISTRATIVE PLAN AND APPROVING <br />THE SUBMISSION OF THE ANNUAL PLAN <br />FOR FISCAL YEAR 2016 -2017 <br />BE IT RESOLVED BY THE MEMBERS OF THE HOUSING AUTHORITY OF THE <br />CITY OF SANTA ANA, AS FOLLOWS: <br />Section 1. The Housing Authority of the City of Santa Ana conclusively finds, <br />determines and declares as follows: <br />A. The Housing Authority of the City of Santa Ana (the "Authority ") is <br />required by the U.S. Department of Housing and Urban Development ( "HUD ") to <br />have an Annual Plan due to the fact that the Authority administers a Housing <br />Choice Voucher ( "HCV ") Rental Assistance Program. <br />B. The Administrative Plan serves as supporting documentation for the <br />Annual Plan. It informs the public and staff about HCV regulations and explains <br />how the Authority will implement those regulations. The Administrative Plan must <br />be reviewed and updated annually to ensure compliance with regulatory changes <br />made by HUD (if any). <br />C. The purpose of the Authority's Annual Plan is to advise HUD, <br />program participants and members of the public of its mission and strategy to <br />serve the needs of very low- income families. It provides information about the <br />current operations of the Authority including programs, participants, services for <br />the upcoming year, and any operational or tenant concerns. <br />D. The Authority is required to review its operations and needs for the <br />Annual Plan with input from HCV participants. A Resident Advisory Board Meeting <br />was held on January 14, 2016 and a bi- annual Landlord Meeting was held on <br />January 22, 2016, with responses incorporated into the Annual Plan, as required <br />by HUD regulations. <br />E. HUD regulations require a forty -five (45) day comment period. On <br />January 1, 2016, notification was published in the Orange County Register that the <br />draft plan was available for public review. The public comment period ended on <br />February 19, 2016. Further, a public hearing was held by the Housing Authority <br />Resolution No. 2016 -001 <br />Page 1 of 3 <br />
