City Council also approved a Substantial Amendment <br />allocating Community Development Block Grant (CDBG) funds to the acquisition of the same <br />three parcels located on 6th Street in the Station District with the intention of future construction of <br />a public park within the central section of the City. The proposed park, in conjunction with <br />another parcel at Raitt and Myrtle Streets, will assist in mitigating the loss of 2.6 acres of public <br />park land at Centennial Park, which is being used by the Rancho Santiago Community College <br />District for educational purposes. <br />The three properties are currently owned by the Housing Authority of the City of Santa Ana and <br />would be sold to the City of Santa Ana with City Council approval on April 5, 2016 for the <br />development of a neighborhood park. Currently, three unoccupied, deteriorating, and boarded <br />homes are located on the property which City staff monitors regularly due to vandalism, <br />unauthorized persons on the property, and other safety concerns. The homes on these parcels <br />may be demolished, in accordance with the Settlement Agreement with the Friends of Lacy <br />Historic Neighborhood ( "Settlement Agreement "), once the City formally designates the parcels <br />for park /open space uses — which was completed in January 2016. <br />The City is releasing a Request for Proposals (RFP) to obtain a qualified contractor to assist in <br />the salvage and demolition of the three parcels in order to clear and prepare the properties for the <br />construction of the neighborhood park. <br />In accordance with the Settlement Agreement and the former Community Redevelopment <br />Agency's salvage process, the City will follow the more stringent process for conducting salvage <br />19F -1 <br />
