REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 5, 2015 <br />TITLE: <br />AGREEMENT WITH PSOMAS TO DEVELOP <br />GEOGRAPHICAL INFORMATION SYSTEMS, <br />ASSET MANAGEMENT NEEDS <br />ASSESSMENTS AND IMPLEMENTATION <br />PLANS <br />{STRATEGIC PLAN NO. 6, 1} <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />UAIM2,101r14r7 <br />® <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 1 ®t Reading <br />❑ <br />Ordinance on 2 "d Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Psomas to <br />develop a Geographical Information System, Enterprise Asset Management Needs <br />Assessments, and Implementation Plans for a one -year term beginning April 5, 2016 through <br />April 4, 2017 in the amount of $201,937, plus a 10% contingency of a total not to exceed <br />$222,131, subject to nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />Of the many goals and objectives outlined in the City's Five -Year Strategic Plan, Strategic Goal <br />No. 6, Objective 1, focuses on Community Facilities, Infrastructure, and the establishment and <br />maintenance of a Community Investment Plan for all City assets. Successful implementation of <br />this strategic goal will require an investment in Geographical Information Systems (GIS) and <br />Enterprise Asset Management technology. <br />The industry standard for asset management programs is integrated with Geographical <br />Information Systems. The Public Works Agency manages its GIS program and is the heaviest <br />user of this system in the city. Although all City departments now have computerized access to <br />the GIS data, Public Works GIS staff provides mapping support to all City departments, as <br />needed. <br />In 2005, a strategic planning document was developed for the GIS system, but is now outdated <br />and no longer used. The proposed GIS Needs Assessment and Implementation Plan will focus <br />on defining and improving workflows, integrating City infrastructure and the Agency's asset <br />inventories into the GIS. <br />On November 19, 2015, a Request for Proposals was posted on the City's website seeking a <br />qualified firm to develop a Public Works GIS Needs Assessment and Implementation Plan <br />251 -1 <br />
