Agreement with Psomas for GIS, Asset Management <br />Needs Assessments and Implementation Plans <br />April 5, 2016 <br />Page 2 <br />(Exhibit 1). Notification was also given to the Orange County GIS Users Group. Fourteen firms <br />submitted proposals, which were reviewed by staff from the Public Works Agency and staff from <br />the City of Lakewood. The ranking criteria included the firms' experience and capabilities, project <br />teams, and approaches. <br />The top three firms were subsequently interviewed, with Psomas achieving the highest score: <br />Firm <br />Score <br />Proposed Fee <br />Psomas <br />92.75 <br />$70,014 <br />Geographic Technology Group <br />92.00 <br />$47,510 <br />AppGeo (Applied Geo ra hics Inc. <br />92.25 <br />$66,870 <br />In alignment with the City's Strategic Goal to establish a Community Investment Plan, a complete <br />inventory of all assets is required to determine the scope of improvements needed to sustain the <br />infrastructure investment. Presently, the City does not have an Enterprise Asset Management <br />System. This has resulted in a mix of software solutions, data silos, and inconsistent data <br />collection standards across the City's various agencies. <br />On January 28, 2016, a Request for Proposals was posted on the City's website seeking a <br />qualified firm to develop an Enterprise Asset Management Needs Assessment and <br />Implementation Plan (Exhibit 2). Six firms submitted proposals, which were reviewed by Public <br />Works Agency staff. The ranking criteria included the firm's experience and capabilities, project <br />teams, and approaches. <br />The top two firms were subsequently interviewed, with Psomas receiving the highest score: <br />Firm <br />Score <br />Proposed Fee <br />Psomas <br />94.25 <br />$148,948 <br />Plante Moran <br />93.75 <br />$130,800 <br />At the conclusion of the RFP processes, the review committee realized that the City could <br />achieve its goal with significant cost savings if the two projects were completed simultaneously. <br />Consistent with this concept, City staff was able to expand the scope of the Public Works GIS <br />Needs Assessment and Implementation Plan to include the entire City, and reduce the cost of <br />both projects by eliminating duplication of effort in many project tasks. <br />Based on the results of the two RFP processes, staff is recommending entering into an <br />agreement with Psomas for both the enhanced GIS, Enterprise Asset Management Needs <br />Assessments and Implementation Plans at the combined fee of $201,937, plus a 10 percent <br />contingency of $20,194, for a total agreement amount not to exceed $222,131 (Exhibit 3). <br />251 -2 <br />
