System Design — Based on the findings of the comprehensive Needs Assessment, the system design <br />recommendation should focus on appropriate hardware /software, staffing levels appropriate for the <br />management of the EAMS, required training for new and existing staff, and governance structures to <br />support workflows. The system design should also incorporate industry best practices on Asset <br />Management. <br />Implementation Plan - Develop a thorough implementation plan relevant to the findings of the needs <br />assessment, which details EAMS software /hardware requirements, possible vendors, and time and cost <br />schedules necessary for the City /PWA to achieve the goals of the EAMS. <br />The ideal EAMS for the City/PWA would provide the following: <br />• A single repository of all City /PWA related asset information, with data, maps and information <br />accessible from an easy -to -use web interface that is available to all City employees. The EAMS would <br />be tightly integrated with the City's GIS and would allow for spatial, temporal and attribute based <br />queries. <br />• Workflows, tools, and equipment designed to allow City employees to easily update asset information as <br />they perform their regular duties. <br />• A detailed inventory of all City -owned assets, their values and how they depreciate, for long -range <br />planning and accounting requirements, including a historical view of the City's assets. <br />• A high -level executive dashboard with data and reports pertaining to the maintenance and values of <br />assets stored in the EAMS. <br />Description of Work: <br />The distinguishing characteristics between Proposal Options No. 1 and 2 are the following: <br />Proposal No. 1 will provide a Needs Assessment and Implementation Plan exclusively for <br />PWA, based on industry best practices pertaining to Asset Management. <br />Proposal No. 2 will be a Citywid e Needs Assessment and Implementation Plan option. The <br />needs assessment phase will be conducted across the City's ten (10) agencies. The <br />implementation plan, however, will focus on PWA first and as a separate attachment, provide a <br />plan for phasing implementation across the remaining agencies. <br />PWA Needs Assessment <br />Minimum requirements to include with Proposal Option No. 1 <br />Objective /description: <br />• Inventory and review the existing Asset Management operations for PWA, based on industry best practices. <br />• Identify a master list of potential assets by type /category managed by PWA to be included in the EAMS. <br />• Identify potential new EAMS applications and resources (e.g., hardware, software, data, and staft). <br />• Conduct a PWA needs assessment for data and functionality in the divisions listed below. <br />1.
