The City has used the resources provided by the HUD programs to the best of its ability and has been <br />successful in meeting the HUD objectives over the preceding years. <br />Components oft he City's system of care carried out during the report period included outreach, <br />supportive services, homelessness prevention, emergency shelter, transitional housing, and access to <br />permanent housing. The needs of the homeless with special needs (e.g., victims of domestic violence, <br />persons living with Hlv /AIDS, and the chronic homeless) were also addressed by Santa Ana's CoC <br />system. These program efforts helped address priority needs identified in the City's Annual Plan. <br />Various programs, Including the Work Force Investment Act resources; addressed employment training <br />and job placement needs.
