CITY COUNCIL RECESSED AT 10:24 P.M. TO THE HOUSING AUTHORITY MEETING <br />AND RECONVENED THE CITY COUNCIL MEETING AT 10:25 P.M. WITH SAME <br />MEMBERS PRESENT. <br />COMMENTS <br />PUBLIC COMMENTS (Non- Agenda Items) <br />• Ilya Tseglia, concerned with son's overall welfare. <br />• Robert Tseglia, spoke of illegal confinement of his brother by the State. <br />Lupe Morfin, concerned with condition of the library; suggested faith based groups <br />reach out to homeless at Civic Center. <br />• Ruben Alvarez, thanked Councilmember Martinez, Mayor Pro Tern Sarmiento and <br />Councilmember Tinajero for speaking to him on gang problem, indicated that preventive <br />programs needed as well as after -hours operation of community centers. <br />• John Herpy, noted that he developed youth leadership program through Boys and Girls <br />Club; invited all to attend Rainmaker Effect event that will include a 5K Run on May 14 <br />at 9 a.m. and a street fair. <br />* Councilmember Amezcua left the meeting at 10:46 p.m. and did not return. <br />90A. CITY MANAGER'S COMMENTS - None <br />90B. CITY COUNCILMEMBER COMMENTS <br />Councilmember Martinez: <br />• Reported for the record that she attended sessions in Washington DC on <br />behalf of NALEO; <br />• Invited all to participate in upcoming Citizenship Fair on April 9th at <br />Southwest Senior Center; <br />• Noted that she will be in La Quinta to be sworn in as SCAG President on <br />May 5th — first in Santa Ana and also youngest President elected; <br />• Requested updated from IT Director on status of open data platforms; and <br />• Thanked Santa Ana Unified School District members and city <br />commissioners who attended the water field trip sponsored by <br />Metropolitan Water District. <br />Mayor Pro Tern Sarmiento: <br />• Invited all to attend the Citizenship Fair; thanked NALEO and all partners <br />for efforts; and <br />• Commented on inaction at the County level to address the homeless <br />problem at the Civic Center. <br />CITY COUNCIL MINUTES 28 APRIL 5, 2016 <br />1 OA -28 <br />
