existing City efforts. The goal is to leverage our relations and build a <br />stronger bond with our community. <br />2. Community Safety and Greater Prosperity: Much progress has been <br />accomplished through new programs and services, the addition of over <br />100 positions (including 42 public safety position), and successfully <br />achieved millions in grant funding for the betterment of the City. The focus <br />of the upcoming 2016 -17 budget will reflect the importance of a three - <br />pronged approach to enhance Community Safety and attain Greater <br />Prosperity. The three - pronged approach will include enforcement, <br />prevention and education. <br />The following spoke on the matter: <br />• Ilya Tseglia, opined that community engagement on public safety go hand <br />in hand; commended some members of the department. <br />• Abraham Medina, opined that City -wide strategies needed to address <br />violence; strong and robust preventive program and evaluation system. <br />Council discussion ensued. <br />Councilmember Benavides, community engagement needed; community <br />needs to come together; need to give direction to City staff; noted that faith <br />based organizations have proposed walk for unity; asked staff to support <br />these type of efforts; economic development and explore all options. <br />Councilmember Martinez, indicated that City is in state of emergency; <br />applauded efforts by Police Department, but need additional resources such <br />as prevention and re -entry programs; need City lead strategies; asked if we <br />could contract with County for gang prevention or other areas; coordinate <br />interfaith partnerships; spoke of City of Los Angeles' re- strategizing program <br />that has been successful. <br />Mayor Pro Tern Sarmiento, thanked school district board members, Police <br />Chief and staff for efforts and support on this matter; opined that state of <br />emergency not needed because of unintended consequences and subject us <br />to labels among other things; requested City Manager and Executive staff <br />develop comprehensive approach that may include prevention, education, <br />enforcement, possibly expanding powers of Police Chief and increasing parks <br />programs. <br />City Manager Cavazos, noted that budget will reflect some of the priorities <br />mentioned and may be refined at that time. <br />CITY COUNCIL MINUTES 27 APRIL 5, 2096 <br />1 OA -27 <br />
