Comment: Suggest labeling the "Back and Front of the Ninth hole" and the pedestrian <br />bridge on Figures 5 and 6 for anyone not familiar with golf terminology. <br />Response: Figures 5 and 6 have been revised to include labels for these features, and are <br />included as Attachment C of this Response to Comments document. The `Back Nine" is the <br />Newport Beach Golf Course's official name for the South East portion of the course which <br />contains the reservoir (take). The "Front Nine" is the official name for the North West portion <br />of the course. The two halves are separated by the Santa Ana Delhi Channel which has a <br />pedestrian bridge spanning the two halves of the full course. <br />15. Comment: Page 2-17, first paragraph reference the public recreation trail. Please delete <br />all references to trails in the IS/MND. <br />Response: See Response to Comment 13. <br />16. Comment: As shown in Table 2.4-1 (page 2-18 of the IS/MND), please identify where the <br />13,380 sq. ft. permanent maintenance easement and 4,300 sq. ft. sewer easement will be <br />located (e.g. within the streets, JWA or County property?). <br />Response: Easements will be within the Newport Beach Golf Course as shown in Figures 5 <br />and 6 (Attachment C). <br />17. Comment: Page 3-1, under item No. 5 Project Sponsor, please clarify here and <br />throughout the IS/MND that OCFCD is a Project Sponsor. <br />Response: Comment noted. It is acknowledged that OCFCD is a Project Sponsor along with <br />the Cities of Santa Ana, Newport Beach and Costa Mesa. Section 3.1 has been revised to list <br />OCFCD as a Project Sponsor and included in Attachment D of this Response to Comments <br />document. <br />18. Comment: It should be shown with analysis that the proposed in -channel diversion <br />facility and appurtenances will not affect the existing flood protection level provided by <br />the flood control facility. <br />Response: See Response to Comment #7. The project will not affect the existing flood <br />protection level provided by the flood control facility. <br />19. Comment: Please confirm the submerged depth of the pumps so that the IS/NIND and <br />the project plans are consistent. <br />Response: The pump station wet well has a bottom invert of 32 feet below grade. During <br />normal dry weather operation, sump pumps shall be submerged between 2 and 8 feet of water <br />depth during pump cycling. During wet weather operation, wet well water surface will be <br />equal to channel water surface. <br />20. Comment: Agreements between the OCFCD/County and project partners are required <br />in order to define the terms and conditions under with OCFCD/County will accept <br />modifications to the channel and/or accept/share right-of-way, maintenance <br />209-12 <br />
