It is acknowledged that the Preliminary Design Report could <br />have been included as a technical appendix to the IS/MND. However, the Preliminary Design <br />Report has been modified as part of final design and therefore some of the design portions of <br />the report are no longer current. <br />2.1.2 Environmental Resources Division <br />1. Comment: Reference to OCPW Watershed Protection Group in Section 1.0 should be <br />changed to OCPW Environmental Resources Division. <br />Response: Comment noted. <br />2. Comment: In Section 2.4.2, Project Operations, the storm season is defined as October <br />16 — April 14 and the non -storm season as April 15 through October 15. To be <br />consistent with the maintenance schedule under the County's local municipal storm <br />water permit and related municipal/industrial and construction site inspections and <br />maintenance that are to be conducted during the storm and non -storm seasons, the <br />timeframes should be defined as October 1 to April 30 and May 1 to September 30 <br />respectively. <br />Response: Comment noted. The Proj ect's operation and maintenance schedule will be <br />redefined in accordance with the County's local municipal storm water permit program's <br />definitions for the storm and non -storm season. This will be October 1 to April 30 for the <br />storm season and May 1 to September 30 for the non -storm season. <br />2.1.3 Comments from OCFCD/SAR/Trails <br />1. Comment: Over 15 years ago, the County of Orange built a portion of the Santa Ana <br />Heights Regional Riding and Hiking Trail, a county master planned dirt trail. The trail <br />is currently open along the east side of the channel from Irvine Avenue upstream to <br />Santa Ana Avenue. The trail is open from sunrise to sunset for use by walkers, joggers, <br />runners, bicycle riders and equestrians. <br />• The proposed project must not interfere with the public's use of this trail or alter <br />the existing decompose granite trail tread, which is the hallmark of the County/s <br />natural —surface trails <br />• Any alteration, detour, temporary closure or reconstruction of the Santa Ana <br />Height Regional Riding and Hiking Trail must be approved in writing by the <br />County prior to the start of work. <br />• Applicant will be responsible for any repairs to the decomposed trail tread, signage, <br />bollards, gates and other trail -related amenities. <br />20B-13 <br />
