Agreement with Michael Baker International for Professional Engineering Services <br />April 19, 2016 <br />Page 2 <br />A Request for Proposals (RFP No. 16-02) for Storm Drain Master Plan Phase 2 was released <br />and posted on the City website on February 3, 2016 with proposals due on February 23, 2016. <br />Two proposals were received and subsequently reviewed by a four -member committee <br />comprised of Public Works Agency staff. The evaluations were based on experience, <br />qualifications, project understanding, scheduling, past performance, and the overall proposal. <br />The final rankings are as follows: <br />Rank <br />Firm <br />Score <br />1 <br />Michael Baker International <br />90.8 <br />2 <br />Stantec Consulting Services Inc. <br />79.5 <br />The proposal by Michael Baker International contains an adequate man-hour effort to complete <br />the required services, and the firm's rates are reasonable and within industry standards. The <br />proposal was found to provide the best value and is appropriate for the project because of the <br />firm's strong qualifications and project understanding, along with the proposed scope of work and <br />corresponding fee schedule in the amount of $236,956. Therefore, staff recommends that <br />Michael Baker International be retained to provide professional engineering services for a total <br />contract amount not to exceed $236,956 (Exhibit 1). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy F (perform periodic measurements to monitor and update each asset's <br />condition and ensure adequate funding for repair and/or replacement costs in future budgets). <br />FISCAL IMPACT <br />Funds in the amount of $150,000 were budgeted in FY 2015/16 and are being appropriated with <br />this action. An additional $86,956 will be budgeted and appropriated in FY 2016/17 CIP in Local <br />Drainage Area Fund 207. <br />With the approval of the appropriation adjustment, funds available by fiscal year are tabulated by <br />Local Drainage Area Fund as follows (Project 16-6608): <br />20Ci-2 <br />
