C. Proposals will be accepted only from parties that are free of all obligations and interests that <br />might conflict with the best interest of the City of Santa Ana, The City will not be liable for any <br />costs incurred in preparing proposals or associated travel costs. The proposer shall furnish the <br />City with such additional information as the City may reasonably require. The City reserves the <br />right to conduct pre -contract negotiations with any or all potential proposers. <br />D. Any questions regarding this Request for Proposal shall be made in writing via e-mail to Sergio <br />Vidal at svidal wsanta-ana.ora. Enter "PROFESSIONAL AUDITING SERVICES RFP 16-014" <br />as the Subject title on all e-mail correspondence. <br />E. Costs for developing proposals are entirely the responsibility of the respondent. <br />F. The respondent grants permission for the City to contact any individuals listed as references. <br />G. All submitted proposals, and information included therein and attached thereto, shall become <br />public records upon receipt by the City Council for consideration of selection of auditor. <br />H. All proposals must be valid for a period of not less than ninety (90) days from the closing date of <br />submission. <br />I. The proposer receiving the award will provide Certificates of Insurance to the City to verify <br />coverage in relationship to these services prior to commencing work. <br />8) SELECTION PROCESS AND CRITERIA <br />A. Selection Committee <br />All proposals will be reviewed by a selection committee designated by the Executive <br />Director of Finance and Management Services Agency. The selection process will <br />involve the review of the proposal for compliance with the requirements of the RFP, <br />qualifications of the firm and references. <br />Based upon the selection committee's review of the proposals, interviews may be <br />scheduled at the City of Santa Ana City Hall with the most qualified proposers. Finalists <br />will be notified of specific times and will be allowed a total of thirty minutes for their <br />presentation and to answer questions from the selection committee. <br />The selection committee will rank the audit firms and recommend the top ranked firm to <br />the City Council for award of contract, <br />The City is under no obligation to accept any proposal and reserves the right to <br />negotiate with respondents as to fees and terms. The City may reject proposals at its <br />sole discretion. If a proposal fails to satisfy any requirements outlined in this RFP, it may <br />be considered non -responsive and the proposal may be rejected. <br />The audit firms will be ranked based on the following criteria: <br />1. Technical qualifications and experience of key members of the engagement team <br />and the firm (20%) <br />2. Experience with similarly sized governmental agencies in providing the types of <br />services outlined in this RFP (15%) <br />to <br />25E-23 <br />
