3. Capability of handling all aspects of the engagement as defined as well as <br />providing ongoing support and technical assistance throughout the year (10%) <br />4. Ability to provide continuity of staff from year to year (10%) <br />5. Thoroughness of auditors proposed scope of work (10%) <br />6. Clearly defined schedule of work to be performed and ability to meet required <br />completion dates for key parts of the audit (20%) <br />Reasonableness and competitiveness of cost budget (15%) <br />The award of the contract will not be based on the lowest fee proposed, but on a <br />combination of all of the above factors, <br />9) PROTESTS <br />Firms may file a "protest" to an RFP with the Finance & Management Services Department. In <br />order for a protest to be considered valid, the protest must: <br />Be filed in writing within five (5) business days of either the RFP issued date or before <br />5:00 p.m. of the 5th business day following the posting of Notice of Intent to Award <br />Contract on the City's website; <br />2. Clearly identify the specific irregularity or accusation; <br />3. Clearly identify the specific City staff determination or recommendation being protested; <br />4. Specify, in detail, the grounds of the protest and the facts supporting the protest; and <br />5. Include all relevant, supporting documentation with the protest at time of filing. <br />If the protest does not comply with each of these requirements, it will be rejected as Invalid. If <br />the protest is valid, the Finance Executive Director, or other designated City staff member, shall <br />review the basis of the protest and all relevant information.
