REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 3, 2016 <br />TITLE: <br />AGREEMENTS WITH AESCO, UNITED <br />INSPECTION & TESTING, AND NINYO & <br />MOORE FOR GEOTECHNICAL, SPECIAL <br />INSPECTION, AND MATERIAL TESTING <br />SERVICES <br />{STS GLC PLAN NO. 6, 1 <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />As Recommended <br />❑ As Amended <br />❑ Ordinance on I*' Reading <br />❑ Ordinance on 2"a Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute an agreement with each <br />of the three entities: AESCO, United Inspection & Testing, and Ninyo & Moore to provide on-call <br />geotechnical, special inspection, and material testing services, for a two-year period beginning <br />May 4, 2016, and expiring May 3, 2018, with provisions for two one-year renewal options <br />exercisable by the City Manager and City Attorney, in an amount not to exceed $500,000 for <br />each firm over the entire term of the agreement, including any renewals, subject to <br />nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency (PWA) oversees all construction for capital improvements projects. <br />Some projects involve construction of reinforced concrete, reinforced masonry, structural steel, <br />earth work, and asphalt pavement. To ensure quality and to meet federal requirements, a <br />variety of inspections and tests must be performed on the workmanship and construction <br />materials used on the project. <br />PWA is also responsible for certain improvements that involve adherence to the California <br />Building Code. These codes have strict inspection requirements that apply to reinforced <br />concrete, reinforced masonry, and structural steel, and such work must be performed by certified <br />inspectors. <br />The City's construction inspectors do not have the certifications, nor does the City have the <br />proper testing equipment to meet these federal and state requirements. Therefore, it is <br />recommended that quality assurance services be provided by qualified professional inspection <br />and testing firms to meet the agency's goals, and deliver the quality and timeline expectations. <br />On January 11, 2016, the PWA released a Request for Proposals (RFP) on the City's website <br />and notified qualified consulting firms.
