F. HISTORIC AMERICAN BUILDING SURVEY (NABS) FOR THE SEXLINGER <br />FARMHOUSE AND ORCHARD AT 1584 EAST SANTA CLARA AVENUE <br />Filed by the City of Santa Ana to receive and file the Historic American Building Survey <br />(HABS) for the Sexlinger Farmhouse and Orchard located at 1584 East Santa Clara <br />Avenue. <br />RECOMMENDATION: <br />Receive and file the Historic American Building Survey for the Sexlinger Farmhouse and <br />Orchard. <br />Hally Soboleske provided background information on the Sexlinger project and on the <br />Historic American Building Survey (HABS) study prepared by Pam Daly, Architectural <br />Historian with Daly & Associates, to document and record the structure and property. <br />Written communication received from Deborah M. Rosenthal of Sheppard, Mullin, <br />Richter & Hampton LLP representing The Old Orchard Conservancy in opposition of <br />filing noting that the trees needs to be properly documented before they are removed; <br />The Old Orchard Conservancy Board of Directors requesting corrections be made to the <br />study prior to submittal; and Bob Odle on the lack of historical significance of the water <br />pipes on the property. <br />The following addressed the Commission on the matter: <br />Nick Spain, representing the Old Orchard Conservancy, asked that the Commission <br />require proper and full documentation of the historical property prior to demolition and <br />requested errors on the study be corrected. <br />Steve Ray, representing the Old Orchard Conservancy, discussed the documentation of <br />the orchard trees, noted other structures were not identified and the need for a Historic <br />American Landscapes Survey (HALS). <br />Matthew Holbrook of Sheppard, Mullin, Richter & Hampton, attorney for The Old <br />Orchard Conservancy, asked the Commission not to file the document and require a <br />HALS. <br />Michael Gibbons, representing Orange Lutheran High School, noted support to receive <br />and file the HABS Study. <br />Jeff Melching, attorney representing Orange Lutheran High School and Concordia <br />University, noted support to receive and file the HABS study and thanked staff for their <br />work. <br />Pam Daly, Architectural Historian, discussed the HALS and HABS programs. <br />Vice Chair Christy inquired on the letter from The Old Orchard Conservancy noting <br />corrections to the HABS. Ms. Haluza noted changes are errata and not substantive and <br />will not alter the main content of the document, adding staff will review letter and make <br />corrections where necessary. <br />Commissioner Garcia requested staff cross reference what is in the letter and report <br />back to the Commission. <br />Chairman Mill noted appreciation to the Conservancy for their review of the document <br />adding he felt comfortable with staff making corrections and not hold up the process. <br />MOTION: Receive and file the Historic American Building Survey for the <br />Sexlinger Farmhouse and Orchard to the reasonable satisfaction of the <br />Commission subject to the corrections. <br />MOTION: Mill SECOND: Schaefer <br />VOTE: AYES: Bustamante, Christy, Garcia, McLoughlin, Mill, Rosas, <br />Schaefer (7) <br />HISTORIC RESOURCES COMMISSION MINUTES 3 JUNE 5, 2014 <br />
