Authorize the City Manager and Clerk of the Council to award and execute a construction <br />contract to Excel Paving Company, the lowest responsible bidder, in accordance with the bid <br />in the amount of $239,480, for the term beginning upon execution of the contract and ending <br />upon project completion, for the 3rd Street Traffic Calming Project, subject to nonsubstantive <br />changes approved by the City Manager and City Attorney. <br />2. Approve the Project Cost Analysis for a total estimated project delivery cost of $299,350, <br />which includes the contract base amount, administration, inspection, testing, and a $23,948 <br />contingency. <br />DISCUSSION <br />In an effort to increase pedestrian walkability in the downtown corridor and enhance intersection <br />safety for all users, including pedestrians and bicyclists, the project will construct a landscaped <br />traffic circle, curb ramps, and median islands within the existing public right -of -way along 3rd <br />Street between Birch Street and Spurgeon Street (Exhibit 1). Funding is provided by the Orange <br />County Partnership to Improve Community Health (OCPICH) grant intended to address the <br />leading risk factors for the major causes of death and disability in the United States, including <br />poor nutrition and physical inactivity. Once completed, these improvements will provide safety <br />enhancements and improve mobility for all users. <br />A Notice Inviting Bids was advertised on March 25 and 30, 2016, and bids were opened on April <br />11, 2016.
