3. Required claim forms would be prepared by relocation staff and presented to the <br />claimant for review. Signed claims and supporting documentation would be returned to <br />relocation staff and submitted to the City; <br />4. The City would review and approve claims for payment, or request additional <br />information; <br />5. The City would issue benefit checks to claimants in the most secure, expeditious manner <br />possible; <br />6. Final payments to residential displacees would be issued after confirmation that the <br />Project premises have been completely vacated, and actual residency at the replacement <br />unit is verified; <br />7. Receipts of payment and all claim material would be maintained in the relocation case <br />file. <br />G. Last Resort Housing <br />Based on information obtained from the residential surveys and the cost of replacement <br />housing, it is anticipated that comparable housing would not be available to the displaced <br />persons without providing additional assistance under the provisions of the Last Resort Housing <br />Program (LRH). <br />Per Federal regulations, when a program or a project cannot proceed on a timely basis due to <br />the unavailability of comparable replacement dwellings within the monetary limits for owners <br />or tenants, additional or alternative assistance may be provided under the provisions of the LRH <br />program. Any decision to provide LRH must be adequately justified either: <br />t. On a case -by -case basis, for good cause, which means that appropriate consideration has <br />been given to: <br />a. The availability of comparable replacement housing in the program or project area; <br />b. The resources available to provide comparable replacement housing; and <br />c. The individual circumstances of the displaced person, or <br />z. By a determination that: <br />a. There is little, if any, comparable replacement housing available to displaced persons <br />within an entire program or project area; and, therefore, LRH is necessary for the <br />area as a whole; <br />b. A program or project cannot be advanced to completion in a timely manner without <br />LRH; and <br />c. The method selected for providing LRH is cost effective, considering all elements, <br />which contribute to total program or project costs. <br />For renters, a payment under the provisions of the LRH program is considered when there is a <br />determination, based on a RHV, that a replacement housing need or price differential exceeds <br />the statutory limit of $7,2oo. For homeowners, a payment under the provisions of the LRH <br />program is considered when a RHP exceeds the statutory limit of $31,000. By providing <br />24 <br />55A -36 <br />
