RESOLUTION NO. 2016 -031 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING THE ESTABLISHMENT OF <br />THE WORKFORCE DEVELOPMENT BOARD, <br />APPOINTING MEMBERS THERETO, AND REPEALING <br />RESOLUTION 2000 -015 THAT ESTABLISHED THE <br />WORKFORCE INVESTMENT BOARD <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The Workforce Innovation and Opportunity Act of 2014 ( "WIOA"), which <br />took effect on July 1, 2015, replaced the Workforce Investment Act ( "WIX) <br />programs with WIOA programs. Under WIOA, the Governor, in <br />conjunction with the California State Workforce Development Board, <br />designates the local workforce development investment areas. <br />B. On June 23, 2015, the City of Santa Ana was designated a Local <br />Workforce Development Area ( "LWDA ") by the Governor for the purposes <br />of carrying out the provisions of the WIOA. The WIOA states that there <br />shall be a local Workforce Development Board ( "WDB ") established in <br />each area that will set workforce policy for that local area. Once the WDB <br />is established, the Workforce Investment Board shall be dissolved as the <br />WIOA replaces the WIA. <br />C. The purpose of the WDB shall be to work in partnership with City Council <br />to provide workforce policy guidance for the City's workforce system in <br />accordance with applicable federal and state laws, rules and regulations <br />that are not inconsistent with state and city laws, rules and regulations to <br />satisfy the employment and labor demand needs of residents and <br />business community. <br />D. Board members are to be appointed by the City Council, with categories of <br />membership as prescribed by law. WIOA states that membership of each <br />local board shall include the following, with the majority of the board <br />members and Chair coming from the private sector: <br />1. Representatives of business in the local area; <br />2. Representatives of local educational entities; <br />3. Representatives of labor and apprenticeship organizations; <br />4.
