Section 2. The Fairmont Permit Parking District is hereby to consist in its <br />entirety as follows: the Fairmont Neighborhood bounded on the north by 17th Street and <br />east by Lincoln Avenue, on the southwest by the Santa Ana Freeway, and shall include <br />the new additional neighborhood Park Santiago bounded on the north by the Santiago <br />Creek, on the east by Lincoln Avenue, on the south by 17th Street, and on the west by <br />the Santa Ana Freeway and Main Street, as more particularly described in Exhibit 1, <br />attached hereto and incorporated herein by reference; and provided that said district <br />does not include any street on its outer boundary and said district does not include 17th <br />Street and sections of any street abutting non - residential uses within said district's <br />boundary. <br />Section 3. Permit parking restrictions shall apply to all portions of the Fairmont <br />Park Santiago Neighborhoods, unless excluded by section 2 of this resolution. Permit <br />parking restrictions shall apply to those portions of the Fairmont Permit Parking District <br />as are determined to be in need of such restrictions by the Executive Director of the <br />Public Works Agency. The Executive Director of the Public Works Agency is authorized <br />to post appropriate signs giving notice of permit parking restrictions in those portions of <br />the District where permit parking restrictions apply. <br />Section 4. The parking restrictions imposed pursuant to said Article XI and this <br />resolution shall apply to any block within the Fairmont Permit Parking District only after <br />a petition signed by the owners of sixty -six percent (66 %) or more of the residential lots <br />abutting such block have filed a petition with the Executive Director of the Public Works <br />Agency expressing their desire for such parking restrictions, and after signs indicating <br />the parking restrictions on such block have been erected in accordance with said Article <br />XI. <br />Section 5. No person shall park or stop any vehicle on any portion of any street, <br />at any time, within the Fairmont Permit Parking District as to which signs have been <br />erected indicating the application of permit parking restrictions and the specific nature of <br />the parking limitation, except persons and vehicles exempted from such parking <br />restrictions pursuant to Article XI and this resolution. <br />Section 6. Persons entitled to a permit in locations subject to permit restrictions <br />pursuant to this resolution include and are limited to the following: <br />a. Any person who is licensed to drive a motor vehicle and who resides in a <br />single - family dwelling located on a lot in the District which does not have more than one <br />dwelling unit located on it, provided that not more than three permits may be issued at <br />any one time to the residents of any one such dwelling unit. <br />b.
