ii• t <br />City receives the complete package of Plans and Specifications for each submittal. OCTA and the <br />CITY shall endeavor to shorten review durations where possible, <br />The AUTHORITY shall hold comment resolution meetings for each formal review stage and <br />discipline, and shall discuss rejected comments with each reviewer. It is the AUTHORITY's <br />responsibility to evaluate conflicting review comments between the various stakeholders (utility <br />companies, agencies, etc.) and work with the reviewers to develop a final disposition. <br />The AUTHORITY shall respond in writing to each comment received within thirty (30) days. <br />Any comments received after the review period shall be evaluated for relevance and shall be <br />incorporated into the next design submittal when applicable. Comments received after the Ready to <br />Bid review period, that have a material effect on Project cost or schedule shall be considered a <br />Betterment. The exclusion of any review comment from the CITY shall be discussed between the <br />Parties until mutually agreed upon. Any review comment not resolved within a reasonable time may <br />be requested by either Party to be resolved in the Dispute Resolution process, identified in Article <br />ML <br />The AUTHORITY shall adopt a validation process to ensure that all accepted comments (from <br />all reviewers) have been incorporated into the Plans and Specifications. The AUTHORITY shall <br />demonstrate to the CITY that all comments have been implemented or resolved satisfactorily in the <br />final Plans and Specifications. <br />Comments received that are deemed a Betterment, as determined by the AUTHORITY, shall <br />be discussed with the CITY to determine if the CITY is interested in submitting a Betterment request. <br />6.1.6 Authorization to Bid <br />The AUTHORITY may advertise the procurement of a Construction Contractor as necessary <br />to meet the Project schedule.
