REQUEST FOR <br />COUNCIL ACTION <br />Ar fc•I•laKA10Ji14411 lei TV i4 <br />JUNE 7, 2016 <br />TITLE: <br />AGREEMENT WITH WINBOURNE <br />CONSULTING FOR PROJECT <br />MANAGEMENT SERVICES FOR THE <br />POLICE DEPARTMENT'S <br />INTEGRATED SOFTWARE SYSTEM <br />(STRATEGIC PLAN NO. 1, 2A) <br />�t <br />CITY MANA <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />As Recommended <br />❑ As Amended <br />[] Ordinance on 16' Reading <br />❑ Ordinance on 2 "d Reading <br />71 Implementing Resolution <br />Ll Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Winbourne <br />Consulting to provide project management services for the implementation of the TriTech <br />integrated software system for the Police Department, for the period of April 16, 2016 through <br />April 16, 2018, in an amount not to exceed $150,512, with a contingency of $9,488 for a total <br />agreement amount of $160,000, subject to non - substantive changes approved by the City <br />Manager and City Attorney. <br />DISCUSSION <br />In 2015, the Police Department had two major technology initiatives progressing concurrently: <br />(1) the replacement of the Department's aged fleet of Mobile Data Computers (MDCs) and (2) the <br />selection and purchase of an integrated software system. The City released a Request for <br />Proposals (RFP) for a consultant to assist with the selection, configuration, and installation of <br />new MDCs; however, no responses were received. Thereafter, the Police Department continued <br />searching for a qualified consultant by polling other local police agencies for recommendations as <br />well as interviewing several consultants who had either previously worked with the City or were <br />recommended by other sources. At the end of this process, Winbourne Consulting was the only <br />vendor identified as having the specialized experience and knowledge needed for implementing <br />MDCs in a law enforcement environment. <br />Police Department solicited a formal proposal from Winbourne to assist with the MDC project. At <br />this point, TriTech Software Systems had been selected for the integrated software system. The <br />integrated software system project was discussed in depth with Windbourne, as that project has <br />a significant impact on the MDC project. Winbourne informed staff that the consultant who would <br />be assigned to the MDC project was also experienced in implementing integrated software <br />systems, specifically TriTech's system.
