<br />1.0 Corporate Background
<br />Winbourne Consulting, LLC, has an unsurpassed depth of experience and knowledge of Public
<br />Safety systems, operations, and facilities based on our work in many of the nation's largest and
<br />most complex jurisdictions, Winbourne Consulting has served nearly 120 public entities in our
<br />10 years of business, and has worked with governments in states across the country, as well as
<br />internationally In Eastern Europe, the Middle East and Asia.
<br />We have worked with many of the largest public safety agencies In the United States, In these
<br />engagements, we have performed public safety Information Technology and radio
<br />communications systems design, procurement, and implementations, strategic assessments,
<br />feasibility studies, staffing studies, organizational assessments, consolidation planning and
<br />implementation, and facility requirements for 9 -1 -1 and emergency operations centers.
<br />Our relevant client jurisdictions include Kane County, IL and New Haven CT. In addition, we
<br />have provided communications consulting services for Ukraine 112 Project, and the Kurdistan
<br />Emergency Communications Upgrade Project, reviewed
<br />communications systems, assessed current status of system
<br />including usage and maintenance; and developed strategic
<br />plans for future systems for San Antonio, Texas, managed the
<br />network and communications infrastructure design for a new
<br />PSAP for Raleigh,
<br />North Carolina, and
<br />the Hashemite
<br />Kingdom of Jordan,

<br />coordinated all communications related issues for new
<br />911 center.
