The Executive Director of the Public Works Agency is authorized to <br />establish rules for the issuance of guest parking permits to residents of the District and to <br />issue or deny such permits in accordance therewith. Such rules shall be designed to limit <br />guest parking privileges as appropriate to provide sufficient parking for resident parking <br />permit holders, Such rules may be revised from time to time as circumstances require, <br />Section 8.
